Subject	Valve cover internal question...what is the purpose of this?

Message	valve cover part What is the purpose of the black pieces and is it required to have them? They look like they would perform a drain function. The reason I ask is because I had my valve covers powder coated and the shop broke one. This is the first time I have tried to insert a picture so I am crossing my fingers right now.
